Photoshop is one of the best tools for doing anything you like to a photo or other picture file.
There are also some anime programs available at any computer store that will turn a photo into an anime type drawing. They are fun.
Go to blibs.com and upload the photo, there are alot of effects including sketched, charcoal, cartoon, colored pencil...
Photoshop has some filters that you can use to create that effect, but other than that I don't know, sorry.
