In Japan, "Boondocks" would be considered just another anime. In the United States, most fans of Nippon anime will insist that "Boondocks" isn't anime because the program is based on a newspaper strip written and drawn by an American, who also has a strong say over what happens in each episode. Just to blur things a bit more, the second season of "Boondocks" does contain some sequences which were created in Japanese anime studios, and those sequences were included in many episodes because the Boondocks creator is a fan of Nipponese anime.

I don't know for sure but I'd say yeah. while most anime is Japanese first, and dubbed later, some anime is from other countries

In Japan anime refers to all animation in general. But outside of Japan it refers to animation originating from Japan.
