Most Interesting Comic Book Villainess?!
Question: I don't see much discussion of villains here, let alone would-be world dominating females.
I'll consider villainesses from mangas as well, but don't expect me to know many, let alone most, so you'll have to do a bit of explaining to be considered for best answer. As far as American (and a few British) comics go, I'm familiar with most evil women but I would like to see reasons for a particular nomination.

Talia daughter of Ra's al Ghul. Torn between her father's vision for the world and her love for Batman. Ra's al Ghul is an international terrorist and assassin whose ultimate goal is a world in perfect environmental balance. He believes that the best way to achieve this balance is to eliminate most of humanity. Talia is a complex character, not quite heroine nor villainess but more of an anti-hero. She has undoubtedly committed criminal acts; however, they were usually committed due to her loyalty to her father rather than for personal gain. She has saved Batman's life or helped him on numerous occasions. I'd say that makes for an interesting Villianess.
