How come Nurse Joy and Officer Jenny always look the same and have the same name!
Question: I've always wondered this.
Is it because the people who made it aren't creative to make new characters or because they think it would add humor?

They're clones!!! Or they're actually Pokemon that look like humans...that can talk properly O_O! Or they could be a huge family of infinite twins...lol =) =D =P =3
Yeah I think it saves having to design loads of new characters that only appear for short parts >.<
And it's definately funny! ^^
I suppose it was because it would be too much trouble to create over ...50 different people for each place they visited. It was probably also do to the humor (or Brock falling for each one over and over XP). Creating a huge family of Officer Jenny's and Nurse Joy's keep the story from getting too confusing.
Well, it said in one of the episodes of the anime that all Nurse Joys and all Officer Jennys are actually a large family of look alikes. Brock seems to be the only one who can tell them apart. (Though you have to wonder sometimes.)
They are actually a parody of the video game because of the identical sprites used in every town and region of the nurses and female police officers. So Officer Jenny and Nurse Joy are identical family members or sometimes considered "identical cousins."

In the first season, Ash/Misty/Brock asked why the other Nurse Joy and Officer Jenny are just the same. They replied that all the other ones are part of their family, like sisters, sister-in-law, cousin, etc.
Kinda add humor to this, and makes it easier to the creator of Pokemon and the watchers. If all the nurses are the same, the artists must draw a lot more different kinds of girls, and make the watchers harder to memorize these people. With only 1 name, and all look exactly the same, it'll make things A LOT easier.
