Yeah, I think Tobi is Madara, but no totally concrete fact say that he is for sure
Tobi is Madara. He may have taken Obito's body (like Orchimaru does), but all we know is that Tobi is Madara and that Obito is dead.
As said Tobi is Madra & he is doing some kind of a master plan that will allow him to gain a great power & for some reason he needed the 9 demons (like Gaara's shkaku & Naruto's kyuubi) & Sasuke or Itachi for that mysterious plan & also he is the leader of Akatsuki but only Pein, Konan, Itachi knows that.
It is true that lot's of hints show a link between Obito & Tobi amongst that his weird mask & the pins on his arms showing that it's like he was engineered not normal & other facts but for now we can only believe he is Madara until proved wrong
Lots of people do, and they're all wrong. Obito is dead as hell.
