you always go for the big towns because if they pick a crappy little towns no one would show up except crap heroes and they would get no ink

If it's the marvel universe , They are mostly located in New York , But since the fifty state initiative ( read the comic " civil war " ) They have a group of Super heroes in every state that aspire to be like the Avengers . Across the dimensions in The D.C. universe ...yeh , most are in Gotham or Metropolis , It's very Localized really . Theres the major star ( Superman in Metropolis Or Green Lantern in coast city ) followed by a bunch of smaller heroes in each made up city .
