for comics i will say ultimate spiderman has great art in it but i cant think of any cartoons.
if you look at mangqa their art sytle is REALLY good
the best carttonartist is Butch Hartman who does the fairly Oddparents and other nickelodean shows
MANGA! If you really like comics and stuff you should really start reading manga. Is a type of japanese comic (in english of corse) its read backwards but you would get used to it after a while. MANGA ROCKS!!! Rember that!

Yukiru Sugisaki is very detailed and has a variety of good techniques. Also, Rumiko Takahashi and Bisco Hatori.
they are all manga artists though. If your looking for american comics then archie comics are your best bet, maybe marvel
