One of the many holes in Dragonball Z. It is never explained. Also, if you notice, after the Cell Games, when they are making wishes, Krillin asks the dragon if he could turn Android 18 into a human. He said he could not do it. Yet, somehow, he had a kid with her. I don't know, but as far as I understand, humans and robots can't reproduce. Good question though.

Well the first time they appeared Goten was 7 and Trunks (the young one) was 8. They must have cut there tails when they were like 2 or 3.
they never had one because goku and vageta didnt have a tail when they were produced.

Funimation got confused when they started the Android Saga. 16 was clearly an android when he get decapitated and continues a monologue after that. But 17 and 18 aren't. They were cyborgs. Krillin wanted her to be full-human, not part-human as she already was.
Neither Trunks not Goten are ever shown young enough to know if they had a tail. If they did, they would have been removed when they were 2 or 3.
