Kadaj, Yazoo and Loz are Sephiroth clones or remnants. Sephiroth was injected with Jenova cells from the time he was a fetus on in the hopes of making a super-soldier.
Later, after the incident with the mako reactor when Zack and Cloud were captured, they were experimented on. Hojo injected them (or at least Cloud) with Jenova cells in the hopes of making another soldier like Sephiroth while they were imprisoned and floating in mako for a few years.
So Cloud still has Jenova cells in his body, just not to the degree that Sephiroth (or his clones) do. Kadaj believes Cloud to be related to them in that they all have pieces of Jenova inside them...making her their "mother".
