I agree with you that in Super Saiyan 1 form, Broly is undoubtebly the Strongest Saiyan there is... He is also referred to as The Legendary Super Saiyan...
But if he were to fight Goku, Gohan or Vegeta in Majin Buu Arc, i hate to say it, but Broly will be trashed by all of them... Gohan in his SSJ2 and Goku with SSJ3 would be able to win Broly with ease....
