Goku became a Super Saiyan 2 during the Cell saga and revealed his Super Saiyan 3 form during the Buu saga when he fought Majin Buu. Although he was Super Saiyan 2 in the Cell saga he hadn't perfected it until later. The first one to perfect his Super Saiyan 2 form was Gohan.
