Question: I heard last year that the second season was to be out by fall of 07. Now its nearly march 08 and still no second season?? Does anyone Know if and when the 2ns season is to be aired?? And also If anyone knows if this anime will be aired in us television??

There isn't any official date yet. They are keeping very hush hush on its release. I would expect it this year. At least that's what I hope. The second season is going to be called "The Disappearance of Haruhi Suzumiya."
You can watch it in anime6.org! All of the episodes are in order too!
