Let me remember how to break it down....
Master Roshi has a reccorded power level of 160. At that power he was able to blow up the moon.
Goku as a Super Sayian 1 grade 1 has a power level of 15,000,000.
That means he is 93,750 times stronger than Roshi at this state.
If we assume that Naruto's UPPER LIMIT in is NORMAL form is to tank the blast that Roshi made that destroyed the moon (which I doubt), this means that even if Naruto made 1000 clones, each 9,000 times stronger than his normal self- he still couldn't stand up to Goku as a Super Sayian grade 1.
Goku still can power up via Super Saiyan 2nd Grade, 3rd Grade, Full Power Super Saiyan, Super Saiyan 2, Super Sayian 3, and finally Super Sayian 4.
