No Kakashi doesn't become the permanent leader. There is currently no leader, though I have a feeling Shikamaru will become the leader of the group due to him being the smartest of the group.
No,after Asuma;'s death there really was no one to fill the gap of the leader. It certainly wouldn't be Kakashi as he is still in charge of team 7 and Yamoto is just taking his place until he recovers. For Asuma's team it is most likely that Shikamaru will becomes the leader,he has the qualifications of being one. He probably learned everything there is to know from Asuma so is should be a problem. You can tell that he was ready for the job,when he stated smoking,just like Asuma.
