I'd say depends on the course.
Road Runner has the advantage of leg span, but Speedy has the advantage(?) in terms of height. If they were to compete in a wide open space, Road Runner would win if only because his body is longer. If there were shortcuts and obstacles, Speedy would have an advantage as he would spend less time dodging. Still, the fastest character in the LT universe is Rocket-powered Wile E Coyote.
Well, Road runner has the lengthy legs, and the aerodynamics....Speedy gonazalez is kind of short and stubby.
