Naruto was created by Masashi Kishimoto. how you would get in touch with him, IDK! try typing his name in a search bar or going to a Naruto fansite! HOPE THIS HELPS!
Masashi Kishimoto, and you can't get in contact with them even if you found a way you would need to learn japanese and he wouldn't care what you thought on the anime or how it should go
trust me i got in contact with someone over there before about idk the anime now but they said thanks for the imput but you have to send it to this person and this person and they would consider it not the person who actually created it
