Also, to make it more fair, Akatsuki kicks out Oro, and is not immortal, and they are all alive, also for Shinigami captains people, They can be seen, and stuff like that, delete the Oro versions of bleach on this one. Go!!

Well, flash steps are a skill. They technically can be included. Even then, they aren't perfect. In my opinion, it could turn out to be a tie. If I had to pick a winner, it would actually be Akatsuki. Note, I am a fan of both Naruto and Bleach, so you can't say bias. I only look at the facts and abilities.
Pain has the ability to use every non-bloodline(Haku's "bloodline" doesn't count cuz it's a combination element) jutsu in existence, so he can use all 5 elements as well as the combination elements for jutsu. A giant fireball, a slicing arc of wind, a torrent of water, a bolt of lightning or a giant wall of earth. He could just surround them with a huge, thick dome of earth that they would have to force their way out of over a period of time. He could also flood it.
Technically, since you don't count Aizen, then Gin and Tousen should be discounted as well. The captains are at a number disadvantage anyway.
-Itachi has Sharingan, so does Tobi, the Sharingan slows down everything so everything moves much slower, therefore, flash steps can be seen.
-Pein has the 6 Paths of Pein and can see through each one of his 6 bodies, therefore flashsteps should be able to be detected
-Hidan is immortal
-Deidara can plant bombs all around and blow them up simultaneously
-Kisame has a high chakra supply, so he can go on for quite a while
-Sasori has 100 puppets, that's a large army
-Even though Hidan is immortal, he can still be frozen if he's hit by Hitsugaya's ice dragon
- Byakuya could probably take on Kakuzu's 5 hearts with his bankai
-Zaraki is a beast, he could probably stand his own ground against Kisame in a swordfight
-Tousen's blindness could be used against Itachi/Tobi's Tsukuyomi, but if they catch Tousen's blade during his bankai, they could defeat him.
-Mayuri's a psycho. Assuming he's collected data on the Akatsuki, he could discover weakpoints. But he's pretty weak physically, but he's very powerful when he uses his mind.

hmm...i have to go with the captains, because while the Naruto people may be fighting with their full strength the whole time, The Bleach Captains have their Bankai as well...so the Naruto people may get tired out first...

I think Gotei 13 would still win, because it will be kiddo/zanpakuto VS jutsu/ninja weapons.
Kiddo is a type of sorcery, so it could be any kind of technique like healing, and attacking. It would be similar to jutsus don''t you think?^^
Zanpakuto is more powerful than ninja weapons. Plus, it has three different levels unreleased, shikai, and bankai, so go figure.. ^^
well it is completely unrealistic to be trying to figure this out because one fantards will just say they win just cuz its the better show to them
i mean those of the bleach series just have weapons for the most part i really wouldn't help them in a fight with someone that can read moves like itachi and if you could turn yourself into a log well then its just to hard
i would say the akatuki because there are more of them and they are suppose to be super powerful even though yes the bleach captians are strong but since you said no flash step well they have nothing
i am basing this off my knowledge of naruto and my limited knowledge of bleach im not into the whole shorting the name thing so the oro thing i dont get but i still feel that naruto akatsuki would win i watched to first like 90 bleach episodes and only really read the naruto manga and the ocasional bleach one
Dude, is "Oro" a spoiler?? Please don't put spoilers in your questions :( I've had so many spoilers from using Y!A, all the people who post questions discussing the Naruto manga, which I don't read.
Anyway, I would have to say Akatsuki. They can use techniques such as genjitsu and not attack directly. I do like the 13 squad captains of Bleach more though (Kenpachi!), since I do not know most of the Akatsuki members yet.

To be fair to both sides I believe that the fight would be very equal. It's unclear as to who would be the winner as both are two totally different set of people, it's like comparing apples with oranges, you can't.
Both have strengths, both have weaknesses that's the only thing they have in common. We wouldn't know the answer to your question unless it actually happened in an anime, which it won't of course.

Akatsuki wil prevail each memeber of it has some tremandos powers & the captains will be out numbered don't you think with pain invocing those multiple creatures & his six paths Itachi with his Tsukiyumi & Amaterasu fr the Capitains have no idea on how to counter a genjutsu Sassori will raise his 100 puppet jutsu it'll be an army like... Deidara & his C3 & C4
