Personally, I think he does. I mean, for what other reason would he actually cut open their head? It's not like they have the secret to their ability written on their brain.

I dont think he does. He's a clock worker, I think he just needs to look inside the clock(or head lol), and see how it works. Love heroes and cant wait for more!!!!
