No, no. It is a "Random Bubble Page" where the translator/ editor writes humorous things, and it appears after the normal pages.
Emily is right. This isn't a real manga page. On the side it says random babble note. That means it's just a joke and has nothing to do with the real series or manga. I really wouldn't be surprised if he was though. I hate the show, but I've watched parts of it.
