The Punisher rules. Used to read the original comic books (yeah, I'm THAT old). He would win because vengence fuels his fire...having your entire family slain before your eyes is a pretty powerful motivator. Green Arrow is tough and has some pretty wicked arrows in his arsenal, but Punisher would win. Now....put him against Green Lantern and his power ring...Hmmmmm.
the arrow could make the kill shot but frank is a crazier version of batman always planning out everything so when Ollie lines up his bow he doesn't hear the bullet the shatters his skull this was not the Olympics so the arrow was outmatched
Punisher because without knowing GA was a good guy he would assume he was a villian and shoot him(numerous times). Also Castle always carries extra armerment and hes not too bad with a bow either. He's also a lot stronger than the arrow (even though the arrow trained in the martial arts recently).
