Question: Ok....so there is this character from death note that I keep seeing on deviant art. He has white hair and is adorable...

Oh, yeah. That's Near. And on the right hand side, that's Mello. (Notice, it's L, then M for Mello, and then N for Near).
You will see him on ep. 26, I believe. Or maybe 27. But you will see him VERY soon.
Okay, well, I dunno how to say this without revealing a huge spoiler (not sure if you know yet), but he and Mello were in the orphanage that Watari set up, an orphanage that has very gifted children in there. Near and Mello were very intelligent who wanted to succeed L, and even though Mello was very determined, Near was the one chosen.
Like L, Near has a habit. He likes stacking things (you should see him stacking all the dice).

Near is an orphan just like L and Mello. He lives in Watari's orphanage - The Wammy's House in Winchester. This orphanage takes in orphans who are gifted, for example L and Near and Mello - genius'.
Anyways, after L's death [in episode 25], Near was chosen to be L's successor. Well actually it was first pitched that Near and Mello work together, however Mello refused to work with Near and walked out. This left Near as L's successor. So Near took over the Kira case.
Near and Mello's debut is episode 27 [at the end].
