I know of two places where you may be able to find it dubbed. Go to www.animesuki.com or www.boxtorrents.com.

I know this may not be the best option, but most public libraries have Anime DVDs now. FMA is really popular so odds are they have it.
http://veoh.com/ is a very good website. It's like YouTube, only the anime videos aren't deleted! You can find the whole dubbed series there. OR you could go to http://animecrush.com/ they have TONS of series (including FMA). ^^ Hope this helped!
