That is definitely a Naruto yaoi doujinshi.
Yaoi is guyxguy love, this being the case, NarutoxSasuke.
Doujinshi is basically manga created by fans (And sometimes, rarely, the artist his/herself) which is based off of a regular manga.
In this one, some yaoi loving fan made their own short manga chapter (one shot) which focuses on Naruto and Sasuke in a relationship, something that wont happen in the real anime/manga.
It's just for fun... like fan art ^^ And to give us yaoi fangirls something to drool over ^^

i would say thats a doujinshi scan cuz that never happened oh man im sure a bunch of people that saw that were very happy cuz a lot of people want them together dont know why naruto is an action anime not romance anyways i hope i helped
