DRAW A OUTLINE OF CHARACTERS FIRST USE THAT TO BEGIN A STORY LINE AND TAKE IT FROM THERE!!
Its better to create the story line first and then start drawing rough sketches to depict the story. You should go through making a few drafts before the finished comic book.
it always better to have your story worked out first that way you'll know what to draw
but some people prefer to draw what comes to their minds and make the story go with the picture

story first. you have to know your characters and story line before you can draw them
It's better for a story first, or you wont know what to write. You need characters, places, settings, A story board.
You need everything about every character(profile) before you write.
You should think of the character outline like how he/she suppose be like and create a story along with it. Then aftr the story is good and you like it, you do the finishing touches on the character(s)
It is best to create the character designs first. Then the script is the best way to go, but either way is okay to do first. Then do the rough sketches of the story, and then add the minute details after that.
