It was too risky for Naruto to stay in Konoha with Akatsuki on the loose. Itachi said that he and Kisame stood no chance against Jiraiya, and the only way they'd be able to beat him is if they also gave their own lives. So Naruto is safe with Jiraiya, and as far as training, he still continued with Jiraiay outside of the village. Jiraiya is perfect for training Naruto. He trained the 4th Hokage, and Naruto has alot of the same qualities as a shinobi as the 4th, whereas kakashi is only really compatible wih someone like Sasuke. Later on though, Kakashi does train Naruto exclusivley. But to answer the main question, Naruto is safer with Jiraiya, and his training never stopped.
Because he left so that he could go train with Jiraiya because the Akatsuki were going to come after Naruto because they wanted the Nine-Tailed Fox. Jiraiya and Naruto both left so that they could train and get stronger to prepare against the Akatsuki. Naruto and Jiraiya then return again back to the village 2 1/2 years later.

Realizing the Potential of Naruto Jiraya took his training in hand & Toled him that he'll be traveling with him for the next two years & train in the same time now in shippuuden Naruto returned as a grown up & has shown his evaluation degree during his fight against Kakashi & his new Odama Rasingan (Great, Super, Rasingan) when he fought Shin Itachi.
keep in Mind that Jiraya Believe that Naruto is the Child he was toled about when he was young the one whom either brings doom upon the ninja world or Brings peace but he didn't realize this until he was about to die.
So that Naruto can get trained by Jiraiya
