No, Tatsuki Arisawa is not after Orihime Inoue, the only lesbian/gay character is Chizuru Honshou !!!!!!!

Go to Wikipedia for the Zanpaktos and their owners. There are too many to name, but known ones are posted there.
Orihime definitely isn't, she clearly states on two occasions that she is head over heals in love with Ichigo. I also don't think that Tatsuki is either. It's a possibility, but I think Tatsuki just loves her like a sister and is extremely protective. If she was, I think they would have played on it a little more for humor or drama. They each pulled each other out of despair when they felt alone, so I think they are just really close.
