I would like to say Batman because he is one of the few super heros who doesnt have super powers and still manages to always be victorious over his rivals but the problem with him is he is a COP so **** batman.

In terms of power it would probably be Jean Gray from X-men (Phoenix) She is so powerful that she destroyed an entire galaxy with almost no effort

Green Lantern Hal Jordan. All the other heroes were born with their powers, or gained them by accident. Hal was hand selected by the wisest beings in the universe to be a hero based on his courage and integrity. How many other characters can say that?
