Well he is walking home and thinking about getting a robot but he knows that he will never have enough money and he walks past her. she is just lying on the ground next to the trash... and he picks her up and takes her home
Hideki-kun finds Chii lying in a trash can when he was walking home, blaming himself for unable to have a cute persocom, when he stumbled upon the aodrable chii in the trash. The sight of her making him tremble in excitment as well as in shock at chii's beauty.
Chii is wrapped in clothing material, strings and clothes of some sort, lying in the midst of some simply gruesome garbage pile----imagine finding a beautiful young girl in that state, pretty gruesome indeed!
Well, as many already mentioned it, he found her in the section of the neighborhood dedicated for trash collecting, it was located between the neighborhood's convenience store and his rented apartement (owned by Chitose, who is Chii's mother and the wife of her creator).
He was quite shocked when he first saw her, thinking that he had witnessed the result of a horrible murder in the big city and she was the victim, until on further inspection he found out that she's not a dead body and instead she's just a Personal Computer that was thrown away.
She was put in the unburnable trash section, since she's a Personal Computer. When Hideki picked Chii up, unknown to him a disc fall into the ground, it's probably an installation disc to turn her into a regular Personal Computer instead of her default mode (a super computer put in safe mode).
I forgot or if it wasn't directly mentioned, but Chitose probably put her daughter Chi there in the hope that someone will find her and put her in a good home or at least any home at all.
You know, like a person put a box of kittens near a trash section. Hideki even named Chii in a similiar manner like a person would name an adopted cat / dog / etc.
Chitose constantly monitored her daughter though, but was sworn on not interfere unless it's just reseting her daughter into a blank state and then put her into adoption again.
