That particular segment you're talking about is actually from a fan-made "trailer" for Majin Tantei Nougami Neuro.

In the "About this video" section in the link I provided, it says, "Not officially animated yet," but actually, the series started airing in Japan in November (obviously, the YT user must have posted the video before that). I'm personally really enjoying the series so far, although it is a little repetitive.
This is some random compilation of various animes... But I recocnize parts with Pokemon and Lucky Star in them.
