Question: I forgot his name but is anyone else now able to summon him?
and how does summoning work in general? are these things alive and called up from another world? or were they alive in this world and got sealed? and once you have something to summon, is it now only for that one person like Hokage-Sama's Monkey or Naruto's Toad King, no one else can summon them but them?

Well never see the monkey king Enma because the Third Hokage was the only one who could summon him. How they get there is that they are transferred from on place to another. Sometimes it depends if they are the only one to use it like Temari with her weasel summoning jutsus they learned. Also Naruto isn't the only one who can summon Gamabunta Jiraiya and The 4th Hokage were also able to summon him.
Probably no,the only one who could summon him is the 3rd Hokage. He probably had the summoning scroll for it too. Once you sign the summoning scroll you will be able to summon the creature.
