This is a little hard to do for shippuden because we haven't seen much of each characters new ability yet. I know that Neji is the only one that became a jouni from the leaf, and shino did beat kankuro in the chunin exam invasion.

Neji he has some new interresting moves
Rock lee he found out hwo to defeat his clone

Shino has a strong attack and beat Kankuro
Kankuro could at using his puppets,but limited to them

neji actually became a jounin and has extended his byakugan to a ridiculous length. not only that but he has some new moves.
kankurou has some new puppets now and better and more practiced technique.
lee seems to have gotten faster and more skilled, but we haven't seen much of his fighting.
we haven't seen shino fight at all in shippuden yet, so i'm putting him in last place.
