Why can Naruto beat enemies Sasuke can't defeat, but can't defeat Sasuke!
Question: well im not sayin he cant beat sasuke but he has a hard time so why is that

The thing is, not only are they like brothers, which Naruto has actually stated, but because they fight for completely different reasons too.
Its true, that you wouldnt be able to kill someone who has helped you get over the feeling of being alone.
But Naruto fights and wants to get stronger for recognition. That he too might one day become Hokage so people would accept him and look upto him.
While Sasuke fights to get stronger for revenge. It has infact been stated in the manga/anime that he doesnt care what he has to do as long as he gets revenge for his clan and has enough power to kill his brother.
Its not only that Naruto that cant defeat Sasuke, Sasuke cant defeat Naruto either.

Because if naruto beats sasuke, it's the end of the story.
If the story is finished then naruto makers will loose their money. That's why they keep the story on by not allowing naruto beat sasuke.
that's because he was there to save sasuke, not defeat him. he couldn't hurt someone he treats as a brother or a comrade. his mind was confused and that affected his will to fight.
he sees sasuke almost like a brother a really close friend. brother love^_^, and when he fights sasuke does not want to kill him so he holds back on fighting with sasuke, the other aponentent's from sasuke naruto can kill them how he likes ^_^

If you remember, they trained together, so both saw weakness' in the other. Sasuke fights more intelligently, and better planned. He had set up Team Hebi before he had killed Oro. Naruto in the past fought off emotion only, and Sasuke would remember his weak spots. The fox allowed Naruto to attack evenly because it made the field even vs. the sharingan.
The Narutoverse doesn't work on a simple "X > Y power, so X wins" scenario. It's all about what skills a person has and how they would be effective at negating an opponent's advantages or abusing the opponent's weaknesses.
For example, I'd bet Gai could beat Itachi. But at the same time, I'd bet Itachi could mop the floor with Orochimaru or Tsunade. Does that mean that Gai is stronger than Oro or Tsunade? No. It just means that in his training with Kakashi, he's developed a skill that would negate Itachi's greatest advantage (which he pretty much uses as a crutch).
Taking this back to the original question now. Sasuke doesn't have anywhere near as strong of an overall offense as Naruto. Sasuke is a precision fighter; a fencer if you will. If his opponent has a strong defense, Sasuke struggles. Naruto however can look at the same strong defense, and just pummel it until it shatters (a War Hammer). That endurance is one of the main advantages of the Nine-Tail. However, Sasuke's Sharingan lets him be sure he won't be in position for Naruto to even hit him, and all the brute force in the world doesn't help you hit something that's moving out of the way.
Naruto sees Sasuke as both a brother and close friend and he only went to save him.
The writer does not give an opportunity for defeating Sasuke to happen.

because Naruto used the nine tails fox's power in the case of Haku not to mention Haku was trying not to kill them. When they fought against the guy with the lightning sword Sasuke tryed using lightning vs lightning. Naruto used the rasenga which is an wind attack and wind is strong vs lightning and that is the reason he won that. Naruto almost beat Sasuke but Sasuke used the lvl 2 cursed mark and was stronger then naruto using the nine tails foxing power. there is probly more i can say but dont want to spoil too much.
