Your questions kind of confusing, but I'll try to answer it anyway. I think your trying to ask, "If Saskuke from the anime Naruto keeps getting hurt on missions and Naruto always beats the bad guy, the why is Sasuke having trouble beating Naruto?". Okay in answer to that question, in the begining Sasuke was clearly stronger than Naruto. Naruto would goof off and not take ninja training seriously. Sasuke did because he wanted to get good enough to defeat his brother. Sasuke got hurt on missions for various reason. He got hurt protection Naruto or Sakura. Then when Naruto was starting to gain some power, Sasuke was infected with Orochimaru's curse mark that hurt him every time he tried to use his power. Naruto had to step up and save everyone when that happened. When they finally get to the waterfall fight scene, Naruto and Sasuke are fairly equal in power. Sasuke can access his second state and has the Chidori and Naruto is able to access the fox demon more easily by now and has the Raisengan. The reason he is having trouble beating him is because they are fairly equal in power now and it's supposed to be a dramatic fight scene. Hope that explains it.
And if you mean what poster two thinks, it's because Naruto thinks of Sasuke as his friend, like a brother and doesn't want to hurt him, just bring him back.
anyway naruto can beat sasuke and anybody else the sasuke cant because he think just because is a uchiha so thats way he almost get killed or hurt
