Meg Ryan and Goldie Hawn out of the women;
Peter Sellers out of the men.
Why? That's very difficult for me to answer, but after thinking about it, it comes down to class.
It is really hard to be a comic actor and there are so many out there who are so good. But not all the time. They might choose a role that doesn't work for them, or the story might be really stupid and even they, with their talents, can't save it.
For example, I love Jim Carey in some films, but some others are embarrassing to watch - he is always over the top; sometimes it works, sometimes it doesn't. I feel the same about Eddie Murphy.
Women have this problem less, but both Meg and Goldie rely on body language - facial expressions, a hint of clumsiness etc. which just makes them cute and more realistic and never clownish. They could be people I know. They star in films that are funny but not stupid and have a good story.
As for Peter Sellers, well, he is so good; he can be over the top sometimes, but it works, because of his understanding of pacing himself. Example; he could have been really embarrassing in "What's New Pussycat?" because of the whacky role he played, but he pulled it off.
I'm sorry I can't explain any better.

Women Problems And Thats The End Of The Conversation.... Of Course He Puts It In A Funnier Way Than I Did

That is a very tough one, but the first female that springs to mind is Julia Roberts, i think she's hilarious, and male i would have to say Mel Gibson/Danny Glover in the Lethal Weapon movies.

I went and saw Gallagher about 10 years ago and never stopped laughing for the entire 2 hours. I laughed so hard it hurt. He was really good back then.
