The fact that Goku gone tired over become a third level Super Saiyan it's because he only recently learn to become one.
That's what Goku said, it was a form he experimented on in the world of the dead, that he can sustained as a dead person. But he doubt on whether or not he can sustain it long enough in the world of the living.
If he was more adjusted to the third level Super Saiyan form, he can maintain the form much longer in the world of the living.
In the world of the dead, he and other dead people can never become tired. So Goku basically can never get tired in the third level Super Saiyan form.
In the world of the living, he and other living people can get tired. That's why Goku was so easily exhausted in the third level Super Saiyan form. The third level Super Saiyan form also shorten his lifetime, and he was only given a one day dispensation to live as a living person in the world of the living.
The first level can be achieved if a Saiyan is pure hearted, a rare thing since most Saiyans' hearts are filled impurity.
Goku and other Earth born Saiyans can achieve this due their upbringing on Earth, while Vegeta is just plain pure evil (plus stay for a while on Earth, have a kid and so on).
The second level can be achieved if a Super Saiyan become very determined, as shown on how the weak willing Gohan was very determined to defeat Cell.
The third level can be achieved seems more to do on pure power alone, so it's a pure brute strength form.
Goku was able to learn to do it because he has an almost infinite stamina as a dead person, he learned it through continously increasing his power for decades without ever getting tired. But obviously once he can get tired, he don't have enough power to sustain the form.
The fourth level... Well, I haven't fully watch Dragon Ball GT.
In short, Goku don't have enough power to sustain the third level Super Saiyan form as a living person. He only have enough power to become a third level Super Saiyan as a living person.
