Well, if you mean you just want to DRAW anime, not animate it, I suggest the gimp, www.gimp.org...

Open Canvas 1.1 I'm not sure of a website to downlaod this...BUT! I know you said not to suggest download.com...BUT Go there and type in open canvas 1.1, and there you go! It's a REALLY easy program to use.
Anime Studio. Its great for beginners, and has a lot of tutorials. Its only $50 and you can get it at any computer store like COMPUSA
