Well, Imperialdramon Paladin Mode certainly stronger than both Imperialdramon Fighter Mode and Omegamon combined, since it's Imperialdramon Fighter Mode with the Omega Blade (containing the essence of Omegamon) and everyone in the surrounding area who gave their power to the Omega Blade.
Omegamon is quite strong, he's the combination of two powerful Digimons in ultimate forms and every children's will who gave support through the Internet.

In general, usually the later Digimons are stronger than previous ones. Older (like ultimate forms) Digimons are also stronger, especially if their roles are bigger.
Greymon is weaker than XV-mon, XV-mon is weaker than Growmon/Growlmon, Growmon/Growlmon is weaker than Geogreymon, and so on.
The knight type Digimons who guard the world (Omegamon, Magnamon, Alphamon, Dukemon, etc) are quite strong. However they're usually weaker than the angel / devil / demon / etc Digimons who are world controllers (Seraphimon, Cherubimon, Ophanimon, Lucemon, the Deva Digimons, Apocalymon, etc).
