In the long run, it can be Naruto. But for right now:
Akatsuki memebers. Particiculary Tobi (because he has Madara's powers) and Pein.
i think naruto will become the strongest in the future. it's a given if he's going to stop akatsuki and become hokage. which i bet will happen. the show seems like the type to have a truely happily ever after.
but for now, i think the strongest is sasuke sadly. I'm not really counting akatsuki members, because pein is a given. sasuke seems the most improved and i think he'll end up getting his revenge.
As of right now in the manga Pein seems to be the strongest, but ultimately Naruto will be the strongest because he will work hard and become the best ninja with or without the nine tails to help him. I mean Kakashi did say that he will be a better ninja then the 4th who was supposably the greatest ninja of Konaha. But we will see

Naruto is the strongest ofcourse. First of all he has the kyuubi in him. That makes him mighty powerful. Second of all he's so stubborn he'll make sure he's the best damn ninja out there. Third of all the name of the show is Naruto so he has to be the strongest {lol}.
