It's not a goddess from Ah! My Goddess. No symbols on her face.
After a 3 min search, I found that Maggie J is an anime fan and that's her own art. I found "Maggie J" on myspace with the same pic in her profile.
Honestly I don't think that is an anime in fact that looks like fan art to me. It's probably someones original character.
It looks a little bit like a character from Ah My Godd.
It looks like fanart, maybe of Tomoyo from Tsubasa, or Hinata from Naruto.
It looks like it could be fan art for Haibenai Remnai because of the wings, but thats just a guess.
