Once there at the con . it will be easy to make friends because you will see many who share the same interests ; just make a positive comment about an Anime character or series/episode(s) .
People who attend these events need very little encouragement to talk about a favorite Anime for they too are anxious to meet someone like you ; just be polite and soon you can exchange e-mail addresses , etc. . .
I am quite shy as well, but you will find it easier to social in costume. I did. You can tell whose into the same stuff cause of the costumes they wear, and a lot of people will start conversation with you because of your costume. You'll have a great time. I even got to be friends with some of the artists that were there. Have fun!!!
Just look around for other people dressed in Naruto costumes, or any other anime costumes you like and casually walk up to them and start a conversation about it. It may seem kinda hard at first, but once you put yourself out there then it will get a little easier. I know I'm really shy, but this guy at school, well I liked him and I finally started a conversation with him and it turns out we liked the same anime...and now we're dating, so don't be afraid to just put yourself out there and start a conversation.
