like the rumors said people thinks he's Uchiha madara but i don't think so & why he's always hanging around Zetsu then if he had something to do with the uchha clan but who knows we will know in the future & belive me you'll be surprised when you discover who he really is!
The most popular theories about Tobi are that he is either Uchiha Madara or Uchiha Obito. Neither is confirmed. However, in a chapter of the manga he is seen giving orders to Pain, the Akatsuki leader. He had sharigan and says that he has the power of Uchiha Madara. This is the basis for the Madara theory mainly, though others argue that he may simply be a direct descendent, which could make it possible. He may still be neither. Nothing is confirmed as of yet. We only know that he is an Akatsuki member, Deidara's partner, and an old subordinate of Zetsu. Could be anyone.
Edit: I forgot to say, in Chapter 383, Pain addresses him as Madara. Though it does not entirely confirm it. Anyone may go by any name.

But it is said that Itachi needs Sasuke and Tobi for so plan that only the uchihas' can achieve. That's why he has no intention of killing sasuke when he see him and it could be another reason why he's so relaxed when he see's sasuke. Because of this plan it's also said that sasuke and tobi are going along with itachi's plan.
