Yes, they plan to release it in 2009. Though the plot haven't been fully disclose.
It probably involve the integration of the Autobots into Earth civililization as working immigrants (think Men in Black style), and the upcoming invasion of the Decepticons.
Starscream probably will attempt to make himself the new leader of the Decepticons. He probably will attempt to prove himself as the new leader, by leading a force to destroy Optimus Prime and the Autobots.
If the writers going to revive Megatron, then pieces of the AllSpark probably will revive him and the fallen Decepticons, and he probably will set up a new special force under the sea (like in the cartoons).

I hope not, the movie sucked, why couldn't it be a science-fiction horror like Terminator 1 or a science-fiction blockbuster thriller like Terminator 2? why the hell did all the Autobots have to be crappy GMC cars? why'd they get that idiot Shia Lebouf to play Sam? if america can fight the transformers, why couldnt they win Vietnam and why arent they winning Iraq? why did they make other countries look stupid like Pakistanis, Spanish ppl and Arabs? why can't the camera stand still? u can never feel like you're there, the whole point of movies is to WATCH them not live them. why does prime have flames? it's like a 70 year old white man dressed up like a rapper. why did it have to have stupid comedy like masturbation and stereotypes? why would Starscream go out of his way to save Megatron? so many problems with the film! they should remake it, no Spielberg and no Michael Bay! WE WANT JAMES CAMERON!
