Why are guaken alice chapters all jumbled up?!

Websites with scans [onemanga, mangavolume, etc] and download sites [mangatraders, etc] don't translate the manga on their site. They upload from what other groups scanlate [scan + translate]. That's why you usually see a page in every chapter that the scanlation group adds in, it's usually a message saying hi and their website and sometimes if they're looking for translators, editors, etc.

What happened with Gakuen Alice is that ShoujoMagic & DragonVoice started translating Gakuen Alice and did the first 7 chapters. There were rumors of Gakuen Alice being licensed by Viz, so Gakuen Alice was dropped. Later another group called Aerie picks up where ShoujoMagic & DragonVoice left off [and have currently released scans of chapters 8-18]. Aerie was taking a long time to release each chapter, about a month or two for one chapter. So another group called JE starts translating Gakuen Alice, starting at chapter 29, which is why there's a gap there, I'm not sure why JE started there though. JE has currently released scans of chapters 29-50. Meanwhile, P.E.D. [Pink Everlasting Dream Scans] started translating Gakuen Alice too, but mostly the newer chapters. P.E.D. skipped around a bit, again I'm not sure why. There's also random chapters not by P.E.D., Aerie, JE, or ShoujoMagic & DragonVoice but by other kind of unoffical groups.

So basically the people translating Gakuen Alice skipped around, since there were groups that left a gap between what the previous group had translated.

It's like that because people actually scanlate the manga themselves[translating,editing,etc] and since guaken is a kinda long manga it would take forever if just one scanlation group scanlated the whole manga. So different groups scanlate different parts so they don't end up competing on who finishes first. If a group is rushed, the final product is poor[and we all know we want good mangas to read]. Some groups are also low on staffs to help scanlation the mangas they are working on [translators, editors, and scanners]
