the best studio for fan service is Studio Fantasia : Agent Aika, Najika Blitz Tactics, Labyrinth of Flame ( damn funny this one ), Stratos 4.
Gainax also does good thing : Mahoromatic, He is my Master
Other series : Hanaukyo Maids, Maburaho, Psychic Academy, Tenjou Tenge has some too.

Amaenaideyo!! and Amaenaideyo!! Katsu!! have *TONS* of fanservice, there are two specials that contain nudity (just breasts) so you might want to just stick to the series.
Ai Yori Aoshi has tons of fanservice, too, but there's the whole soap opera romance which, personally, I hated.
2 x 2 = Shinobuden (also known as Ninja Nonsense) is hilarious and has some fanservice.
