Spongebob is a sponge because first of all his name is spongebob. And also they knew that a goofy sponge would be really funny. It's silly that's what makes it so hilarious.

Because there is a form of marine life called a "sponge".
Besides, isn't that kind of a funny character? Not quite as funny as if he was a "booger", but considerably more acceptable to parent's sensibilities.
Spongebob is a sponge because the author thought it would be anooying to have a sponge, who breathes and in and out really wierdly, as the main charecter.
