it is licensed but it is not dubbed yet ^^....but you can watch it eng subbed online on anime6.org or anime2watch.com since it's so popular :D
Well I don't think Ouran High School Host Club have dub yet. But there's subs forHigh School Hoost Club till ep 27.
If you finish Ouran High School Host Club there are some anime as good as Ouran but to me Ouran High School Host Club is still the best!

Sadly it isn't dubbed yet, as others have said, but according to wikipedia (and I know that it isn't always the most reliable of all sources) the dub should be out sometime next year (i know such a long wait)
