Rogue. She has more experiance than Caitlin. While they may have the same strength range Rogue can fly and has her power absorbing ability.

You are right. Rogue has the power of flight as well as invulnerability due to the fact that she came into contact with Ms Marvel for too long and absorbed her powers on a permanent basis.
