it's not a SPOOF (a spoof is a light humorous work that is closely imitated for comic effect or in ridicule)
it's not a POLITICAL CARTOON( they do just that politics and there purpose is to make fun of an idea and/or person or sway your thinking in their direction)

Hmm, interesting debate! I would call it parody or satire. Spoof is a little lightweight, as someone else notes.
But--do you mean an animated cartoon, or a newspaper-type comic/cartoon, like Doonesbury or Mallard Fillmore?
Back when I was a kid [ya young punks] MAD magazine was the BEST satire around, and they took no prisoners, ANYWHERE. Anyone and anything fell under their gunsights. Now-- >THAT< was satire!
