to get a lucario you must go to canalave city, go to the sailor and set sail to iron island. (make sure you have 1 empty pokemon slot) Over there you will meet someone who wishes to go through the cave with and will take care of your pokemon. After you have gone through the cave and defeated 2 team galactic grunts - he will give you an egg. Hatch and and *ta da* you have a riolu. In order to evolve it you must max it happiness at daytime, just level it up during the day. Poffins would also help if they are the flavour he likes.

after the six gym battle, go to canalave city and go to the port, talk to the sailor and he will ask u if u wanna go to iron island, say yes. in iron island go in to the cave and a guy will ask you to escort him passing the cave, like the girl in the forest, at the end he will gave you an egg. this egg contains a riolu,the pre evolution of lucario. he evolve by happiness in the day time only. be sure to go with 5 pokemon to iron island so you have room for the egg. hope this will help

You can get a Lucario by happiness evolving (during the day) the Riolu that hatches from the egg that the guy on Iron Island gives you.
