most likely! his dad was a captain and although is is not confirmed i have a strong suspicion that his lieutenant was kuchiki byakuya. if you look at isshin's captain robe it is torn to shreds.... senbonzakura!
this is infered when Byakuya is on the bridge with ukitake; however it is also true that they make the point that he resembles Shiba Kaien.
When they said Ichigo looked like somebody, they were talking about Rukia's love. They don't ever tell you that in the manga, but on the TV Series it's part of one of the fillers. He was married to the captain of the 4th squad, but Rukia loved him anyways. However, he just was friends with her. Anyways, when a powerful Hollow attacked the Spirit World, the Hollow took over his wife's body, and when he went to save her, the Hollow used her to kill him. I can't remember his name off the top of my head, but he looked exactly like Ichigo, but with brown hair.
